I'd believe it if they mentioned who the people were so you guys can follow up and have more resources to contact. i don't like letters like those. it reeks of cut and dry methods; "thank you for your email of (insert date) about (insert topic). I will arrange (always a promise, why didn't he said 'I arranged'?" and why did he let it be up to us to assume who those "appropriate people" are? certainly.. fishy hmm, i wonder who they “passed” it on to.
